Well, it's a bit of a grey area but 16 year olds are allowed to fight adults in the UK and it will count as a proper fight. If a 16 year old fights another 16 or 17 year old then some may count it as a proper fight but on here it would be marked as either a juniors fight or an exhibition depending on the context. If you're wondering why that makes no sense it's because there's no regulatory body over MMA in the UK. There are some organisations that claim to but are absolutely powerless to do anything so it basically anything can happen as long as the promotors and the fighters agree to it, barring some extreme circumstances.
Anyway, in this case, this is the first event in this promotion's history and the guy running it runs an MMA gym by day so this seems to be his first time doing an event like this. At amateur regional level in the UK, fights like that get made all the time. It's not uncommon for fighters to try and lie about their details or record to get fights lol! If you keep making picks in regional UK MMA shows like this, you'll see a lot of stuff like that happen. It's just the way things are over here.
