From the London Telegraph. Found it interesting that this 1st quote didn't make the junkie or mmafighting articles:

By Gareth A Davies, MMA Correspondent

8:30AM GMT 06 Mar 2014

The event will take place at the O2 World Arena. It is understood that a high-level featherweight contest will headline the bout.

Would have to think Siver but who's the opponent? Was hoping Conor 'til I saw this:

I can't express my anticipation levels for July 19th. Thank you @UFC!!!!! #UFCDublin #UFCIreland

so now I'm thinking maybe Stephens.

Conor doesn't deserve a guy like Jeremy Stephens..

Jeremy Stephens should pray to god that Joe Silva feels the same way

@yoss Completely agree. I don't think Jeremy wants to be responsible for the first death in UFC history..

Let's give Stephens Brimage first, have him work his way up to Conor

Why give him a step back in Brimage? He just beat Darren Elkins who most people had in their top 10.

Edit: Stephens would be a huge step up in competition for McGregor and I personally think he'd get knocked the **** out by the tiny heathen

I don't know if Stephens would KO Conor, but I do think Brimage would be a step down in competition. He's coming off a great KO of Rony Jason and a nice win vs Elkins. I think he should probably get a top 10 guy if there is one available.

11.) Guida
12.) Hioki
13.) Oliveira
14.) Siver
15.) Brandao

Wouldn't mind seeing Jeremy Stephens and Cub Swanson

Hopefully Dennis Siver vs. Jeremy Stephens gets booked for this Germany card.

However I have no idea what's going on with Cub Swanson and he stopped excepting fights.

@Cthulhu, I was joking about the Brimage thing, bro, just messing around with my boy @Tacos a bit :)

That said, I still think Conor would beat Stephens ... but it's based on how good I think Conor is. I think he's going to be top 5 in no time, but I admit that's based on how I see his skillset and mind-frame, not on actual opposition or quality of wins.

Niinimaki vs. Tavares is listed as a LW but Niinimaki's lone UFC fight and win were at FW and I had heard that the career LW Tavares was dropping to FW.
